Kim Forss holds a Ph.D. from the Stockholm School of Econmics. His research has concerned comparative studies of evaluation, the design of inquiring systems and organisational learning, utilization of results as well as process use of evaluation. He is a founding member of the Andante group of companies, and owner/manager of Andante - tools for thinking AB that specialises on evaluation. He has conducted a large number of evaluations for a variety of public and private organisations in Sweden and abroad, as well as for the UN system. He has been teaching evaluation at several universities, developed in-house training programs and designed participatory evaluation processes for capacity development. |

Jan-Eric Furubo is an experienced evaluator since the 1970s when he conducted evaluations about the effects of different policy instruments in the field of energy conservation and health policy. Since the mid 80s he has been with the National Audit Office and even for a period with the National Financial Management Authority. In the 90s he was the head of a unit which main responsibility was to take part in the creation of evaluation strategies within the governmental sphere. He was later the head for the secretariat for strategic analyses within the audit office. Jan-Eric Furubo is the author of many articles and publications in the field of evaluation and the relation between budgeting, auditing and evaluation. He is co-editor of the International Atlas of Evaluation published 2002. He has been member of the board and Secretary General of European Evaluation Society. He is at present president in the Swedish Evaluation Society. |

Steve Jacob (1975, Belgium) is professor of policy analysis at Laval University in Québec. After studying history at the Free University of Brussels, he became research assistant at the Free University of Brussels and the Catholic University of Louvain. He holds a Masters (2001- Institut d'Etudes Politiques - Paris) and a PhD (2004 - Free University of Brussels) in political science. His doctoral thesis was a cross-comparison of the institutionalization of policy evaluation in France, Belgium, Switzerland and The Netherlands. He has published several articles and reports on policy evaluation and public administration in Belgium. His research deals with the modernization of the public sector and the institutionalization of policy evaluation. |

Myoung-soo Kim is professor of public administration at Hankuk University of Foreign Studies in Seoul, Republic of Korea. He served as Vice-president in 2001, as Deans of Academic Affairs and College of Social Sciences of the University. Dr. Kim also served as presidents of the Korean Association for Policy Studies in 1996 and of the Korean Association for Policy Analysis and Evaluation during 1993 and 1994. He served as performance evaluator of government-invested corporations and of Seoul City-invested Corporations. He has published numerous articles on program evaluation, public auditing, governmental reform, and anti-corruption. He is author of Public Policy Evaluation and co-author of Public Auditing. |

Yoon-Shik Lee, who received a Ph.D in Public Policy and Administration from the University of Michigan United States in 1986, is a professor in the Department of Public Administration at Soongsil University in Seoul, Korea . His major field Program Evaluation. He is also interested in information & knowledge management. He served as vice presidents for academic affairs and for planning and coordination at the university. He was visiting Fulbright professor at the University of Maryland at college Park in the U.S. in 1995-6. He also served as the president of the Korean Assocation for Policy Studies. As chairman of the Committee on Evaluation of the Knowledge information Management of the Ministry of the Information and Communication and as a member of the Evaluation Commission on the Government Affairs of the Prime Minister's Office, he has been getting involved in the policy-making processes of the governmental agencies. In addition, he has been consulting with foreign goverments in the field of policy development. He wrote numerous books ans articles on program/policy evaluation and information/knowledge management including e-government. |

L. Leeuw (1953, Netherlands) currently is Director of the Research, Statistics
and Information Center affiliated with the Dutch Ministry of Justice, Den
Haag, the Netherlands. He also is Professor, Law, Public Policy and Social
Science Research at Maastricht University, the Netherlands. Earlier positions
were Professor, Evaluation Studies, Utrecht University; Chief Review Officer
of the Higher Education of the Netherlands, Director of the Performance
Audit and Evaluation Division of Netherlands National Audit Office, Dean
of the Humanities Faculty at the Netherlands OPen University and Associate
Professor Social Policy Research with Leyden University In 1980 he was Fulbright
Scholar, University of North Carolina at Chapel Hill, USA. As of January
1, 2003 he is President of the Dutch Evaluation Society. He is a member
of several editorial review committees of applied social science and evaluation
journals. He is a consultant to the World Bank, and he participates in several
steering committees on evaluation, foreign affairs and developmental policies.

Tom Ling was the senior research fellow at the National Audit Office before joining RAND Europe where he is Director for Evaluation and Audit. He is interested in how evaluation practices have been applied in settings designed to secure accountability and to support learning. His current work includes supporting the analytical capacity of the UK Department of Health and the UK Clinical Research Collaboration, ongoing projects with the European Commission, and evaluations for the UK Health Foundation focusing on how to engage professionals in the process of quality improvement in healthcare. He has published widely on the UK public sector including 'The British State Since 1945', 'Reforming Healthcare by Consent' (editor), 'Ex Ante Evaluation and the Changing Public Audit Function', and 'Accountability to Parliament in the UK' (forthcoming). He is also a visiting Professor of Public Policy at Anglia Ruskin University. |

Jeremy Lonsdale
is a Director at the National Audit Office in the United Kingdom. He is
currently responsible of the development of value for money audit, including
quality assurance, training and methodology. He joined the NAO in 1988 and
qualified as an accountant in 1991. In 2000, he completed a PhD at Brunel
University in the Department of Government. In 1999 he co-authored a book
published by Oxford University Press 'Performance or Compliance ? Performance
Audit and Public management in Five countries'. He is a Visiting Fellow
at the University of Manchester Business School. |
